Decide when the right turn is clear

Rule: Vehicles drive on the left in Japan. Circular green permits a right turn but gives no priority. A right-turning driver yields to oncoming straight or left-turning vehicles and to pedestrians crossing or about to cross.

At circular green, the traveler plans to turn right. An oncoming car goes straight; a pedestrian crosses the road being entered; a cyclist waits behind the stop line. What should the traveler decide now?
